Description:
Target: Front of torso or head
Person may not speak, make sounds, or cast spells for one minute. May be resisted with Parry or Resistance and healed with Healing or Aid. This does no damage to the victim, but merely renders him or her unable to speak. State "Stifle" as the blow is swung.
